Steven is a tall, male Raposa with grey fur. He wears a long-sleeved black shirt with a light green, short-sleeved turtleneck on top of it. He has a pair of long, green pants with suspenders, and he wears a pair of dark shoes. He also has a blue scarf wrapped around his neck.

At some point in his life, Steven met a woman named [[Fanon:Hawwah|Hawwah]], and the two of them settled down together in [[Rapoville]]. They eventually had a child and named him [[Wilfre]]. Steven was also chosen to be [[Mayor]]'s [[Fanon:Deputy Mayor|Deputy Mayor]], and helped him settle into his duties as [[Mayor (Position)|Mayor]].

Steven is first seen when [[Circi]], [[Fanon:Percate|Percate]], and [[Fanon:Athys|Athys]] arrive in [[Rapoville]] after being chased out of [[Fanon:Rust City|Rust City]]. He welcomes them with the [[Mayor]] and his son, [[Wilfre]]. The group walks over to Percate's new house, and Steven helps Wilfre accept Percate's gift of a [[Pen and Pencil|Ruby Pen]]. Eleven years later, Steven is killed by a now [[Shadow]]-corrupted Athys. He is found by his son, who calls out for help. Circi, Percate, Mayor, [[Cricket]], and [[Dr. Cure]] arrive at the house, and Dr. Cure officially proclaims him dead.

Much later, after Circi discovers the ghosts of [[Wilfre's Wasteland]], Steven, one of the many ghosts, teleports Circi to Wilfre's quarters, where Wilfre had left a half completed mannequin with [[Fanon:Milfre|Milfre]] painted on it. Eventually, as more ghosts arrive on the island, they elect Steven as their [[Mayor (Position)|Mayor]], and the island is renamed to simply The Wasteland.

Steven is next seen in [[Fanon:GuyThatExists' Timeline#2042|2042]] attending the 10th annual [[Fanon:Creator's Alliance|Creator's Alliance]] meeting. He chastises [[Mari]]'s decision to keep [[Wilfre]] in hiding without letting anyone else in the group know, but he does not remove himself from the Alliance afterwards. He is later seen asking [[Fanon:Milfre|Milfre]] to help him with the [[Stellar Showdown]] Housing Project. As she is the only living [[Raposa]] on the island, he asks her to help fly stuff to higher levels.

Later, he calls [[Miles]], asking for his help with the project as well. When he arrives in the [[Fanon:Time Machine|Time Machine]] with [[Pet|YoYaYa]], Steven directs him to the area where they are working. After Miles and Milfre are done working for the day, they go to Steven, asking him if she can go to [[Watersong]] with him. Steven asks Milfre to stay at The Wasteland, but after showing that she trusts Miles, he allows her to leave.

Sometime after Miles becomes [[Fanon:Salem Rose|Salem Rose]] and fights Milfre inside [[Deadwood]], Salem Rose returns to The Wasteland and levels the Stellar Showdown Housing Project. Steven tries to help some of the ghosts in the housing get to safety, inadvertently allowing Salem Rose to steal the [[Village Orbs|Lavasteam and Galactic Jungle Orbs]] and leave the village.

Steven is next seen when [[Kamalah]] drops [[Fanon:Milfre|Milfre]] off back at [[Fanon:The Wasteland|The Wasteland]]. He, [[Mayor]], and [[Fanon:Athys|Athys]] approach her and explain what Salem Rose had done. When Milfre says that she's going to kill him, she's cut of by [[Fanon:Meeny|Meeny]], who asks her to spare his life. Steven watches as Milfre absorbs the [[Village Orbs|Watersong Orb]]'s power and flies off to [[Galactic Jungle]], revealing herself as a [[Hero|Creation Hero]].
